To view beautiful scenery year-round (even in the rain!), drive east on I-84 and exit #22 to Corbett. There you will follow Highway 30, allowing you to pass iconic viewpoints, including the Vista House high above the Columbia River, seven waterfalls, many which offer short hikes into the forest. You can rejoin the freeway along the way to return to Portland.
