It's Seoul City Hall. There are two structures - the old modern building used to be the city hall building but is now turned into a public library, while the glass structure behind it is now the official city hall. They have a very large ground in front of it and sometimes they have outdoor activities, concerts or ice-skating(in the winter) - sort of like Hôtel de Ville in Paris so you might want to check it out.
